Is there a difference in amount used when you substitute fine ground black pepper for table ground pepper?

Fine (usually commercially) ground pepper weighs about 117g per cup, while coarse ground (usually from a mill) weighs about 137g.
That translates to about 2g per tablespoon....very little.
But the coarse ground will have a stronger, fresher taste...with more aromatics just released by the grinding.
