Confusing instructions re quantities

The recipe asks you to make 8 balls but then says to make a stack of 4 balls. Do you make 2 stacks of 4 balls for the 8 balls? You then take a tablespoon of oil and spread it on each ball. The recipe only has 4 tbsp oil but to put a tbsp of oil on each one you would need 8 tbsp of oil. Not sure what to do ….
