If it's a new recipe you want to upload and enter, you can click on "add a recipe" from the drop down that occurs when you hover over the recipes button. You can also access "add a recipe" from the recipe page, right side of page, orange circle. I haven't figured out how to enter a recipe you already have uploaded into a new contest. Hope this helps!
Sorry about this -- our developers are looking into this bug. We should have the contest page up and running by tomorrow, and you'll still have plenty of time before the deadline on Thursday night at 12am ET. Thanks for bearing with us as we transition into the new site!
