Two separate garlic ingredients in Halibut with coconut gravy recipe

The recipe calls for garlic both minced and crushed-totaling 8 cloves. Do they get added at the same time or all at once?

I'd guess crushed goes in earlier and comes out at the end and minced goes in near the end so it doesn't burn or is browned an put aside.
