Do you mean the milk mixture in Step 3 is not thickening?
yea the milk mixture
how long have you been cooking/stirring the milk mixture?
Just make a bit more roux then and add it. You can also thicken with cornstarch slurry. or a cubed potato cooked and pureed with the soup. Maybe it isn't supposed to be super thick, just meant to give it a little body.
Add agave nectar for sweeter, speedier cocktails.
