Cow/sheep/goat lungs?

Just wondering, is it no longer legal to buy lung in the US/Canada any more? If not, why not?

I found this article, http://usatoday30.usatoday.com/news/health/2008-01-27-haggis_N.htm they say the sale of lungs has been banned in the US from 1971.
