HalfPint is a trusted home cook.
Boil coffee in water and strain it. The resulting liquid is the decoction.
You can even add one egg to your coffee grounds, mix it up and add it to rumbling water. The coffee won't taste like egg, but it will bind the coffee together so you won't have bits of grounds in your drink. For cold brew coffee concentrate:Mix 1/3 coffee grounds with 1.5 C water and let it sit for 14-18 hours, the strain it through a cheese cloth and mix it with equal parts water or milk. This makes 2 servings but I usually like to mix at least 12 ounces.
