I am confused about the corn starch. There is no cooking in the instructions - why is it there - I though, maybe as a thickener, but it's not heat...

My guess is that the cornstarch is a substitute for the more traditional custard powder since the custard powder can be hard to find in the U.S. Leave it out if you are worried about the taste of raw starch.
