Could this recipe be made on the stove top? I'm currently without an oven.

I think you could do this on a stove top like a stew. I would gently simmer and cover with a lid rather than parchment Check after 45 min but it may take longer. You can check doneness with a meat thermometer or poke the legs and make sure the liquid runs clear
