I have a question about the recipe "Low-Maintenance Fish Tacos" from Amanda Hesser. What does one part water two parts cider vinegar mean?

It means, for example, 1TBS water and 2 TBS vinegar. I think the reason she worded it that way is to allow for different sized containers. A larger container would require more of each to cover the onions.
