It actually depends on the ingredients you choose. Some vegetables contain more moisture than others. These ones you will need to cook first.

You can definitely do it either way, but if you don't bake it first, make sure you really cover all the noodles in sauce before you freeze, otherwise they tend to get hard/dried out.

Put it all together and then freeze it first and then bake it when ready to it.
