No. Corn starch is a white powdery substance that feels like talc and is usually sold in a box, it is used for thickening sauces and the like. Corn flour - or corn meal - is ground corn and has larger particles that feel kind of gritty and is used for corn bread, or spoon bread and things of that type.

What we call corn starch in the US, people in the UK call corn flour.
