My sous vide failed to come on for 5 hours. Is safe to go ahead and cook my vacuum sealed spare ribs?

They were very cold from the frog when I put them in the bath and covered in a spice rub.

You were already in doubt, or wouldn't have asked.
Sorry, not safe. No matter how cold your frog was.
Two hours at room temp is common limit.
Count yourself lucky with no food poisoning and next time (if possible) check the sous-vide is on.
