Probably not a great idea. Chocolate chips are sweetened bits of eating chocolate, and contain a fat of some sort- cocoa butter, butter, or vegetable fat. Cocoa powder is only chocolate solids, with no fat or sugar, and may be dutched or natural, which alters the pH and bitterness, as well as color. If you are making hot chocolate, then you can use chocolate chips if you adjust the sugar levels. If you are making a cake or such, then no- you can't.
