Lavender extracts, like the flowers themselves, vary in strength. So it's pretty impossible to give an exact substitution amount. The only way you can do it is to start with tiny amounts, droplets, and taste as you go until you get the result you want. It's best to err on the side of the least amount, because there is always the danger of your final product tasting like soap or a sachet. Even if you buy the extract from the same company every time, this is the best way to proceed. A little goes a long way, just keep that in mind.
