Can chicken temp at 165 and still be raw

We have a commercial kitchen. Manager says he checked he chicken and it showed 180. But the chicken went to the customer and it was raw inside. I feel there is no way scientifically. Either the thermometer is not celebrated correctly or they did not probe the chicken properly

I also agree. If the chicken is thicker in one area and he took the temperature in a thinner area, he definitely could have a higher temperature reading. Should always insert thermometer in thickest part of meat.
