You could probably dice the raw jalapeño up into a very small dice and then stir it into the chili. It will be fresh and crunch as opposed to the usual well cooked texture of the chili.

for consistent texture, i would saute minced jalapenos and cook them in the chili a minimum of 10 min. when serving the hot chili, fresh minced jalap, tomatoes,onion, etc could be in a top dollop of salsa.
