I would suggest a grill pan or a cast iron skillet on the stovetop. I as well don’t have a grill, but have had very good success making stovetop pizzas.
Short answer is, yes, preheat the skillet. I've made both flatbreads and pizza in cast iron skillet, and method is similar but maybe a few minutes more for the crust if the pizza dough is larger or thick.
