If using fresh tomatoes, I'd stir them into the risotto after it is cooked in the Instant Pot and you've released the pressure. I'd let them sit for a few minutes in the hot risotto, to let them soften a bit. The chopped tomatoes will probably release a fair bit of juice, so you should stir that back into the risotto right before serving. That sounds altogether delicious, by the way.

I make an Instant Pot pasta dish based on a recipe by Marcella Hazan's son, Giuliano, which is similar to this. I add plenty of fresh oregano and parsley. I used canned tomatoes, so I add those right before clamping down the lid and setting the pressure cook cycle. It's so delicious! I'm inspired now to try this recipe, when I can get some farro.

If using canned tomatoes with this risotto, I'd add it right before starting the cooking cycle. ;o)
