After soaking the rice in water, do you use the same water or fresh?

Always use fresh. And the reason is that rice releases its outer coating substances that are not easy to digest. So discarding the water gets rid of these, and makes rice easier to digest.

These are confusing directions for sure. To answer your question, like you, I can't decide if what goes into the blender... the rice or the rice-soaking water. I would assume it is the rice, but not sure. Also there is a 25 minute processing time mentioned... I don't know any recipe that would have something processed for 25 minutes in a blender. maybe if one is using a soy milk maker? Plus you end up with a hot mixture, where does the heat come from? Finally, with only a half cup of rice yet a cup and a quarter of peanuts I would consider this more a peanut milk, rather than rice milk.
