Bottom left reads either "simple condiment" or "Halal condiment" depending on how you translate it. The right side looks like usage recommendations--for cooking meat and vegetable dishes, making pickled vegetables, making meat and vegetable fillings, making soup or noodle dishes. Seems like a sort of seasoning, so 13 spice powder is still my guess.
