Help! Butter cookies are limp and moist

I live in Singapore where weather is humid almost year round. Sometimes my butter cookies come out buttery and sandy, sometimes its in a pathetic state of limpness and filled with moisture. I've tried dehydrating it for about 2 hours but its not working
