This author's recipe says (in headnote) she deliberately avoided making a recipe suitable for canning. Haven't gone through it in detail, but maybe some of the percentages (salt, vinegar, etc) have been adjusted and won't be safe.
Here, OTOH, is another chowchow recipe designed for water-bath preserving and widely used.
