Cooking is not as exact or demanding regarding proportions as is baking. So decide on the crushed tomatoes based on your taste, how much total liquid you want (for example, you could use all 28 oz and less chicken broth).
Or, you could make it as written and store the extra tomatoes in the fridge a few days or freezer a few months
