No chill? Or, chill? Chocolate effect?

The write-up above says no chill is needed then recipe says to chill the dough. Which is the author’s opinion?

Also, is chocolate meant to melt into the cookie or act similar to chips?

How confusing! I would suspect that you'd want to chill the dough. I think rolling would be messy without a chilled dough. You can always try one or two without chilling and see how they turn out.
