what’s 40 cookies? does 1 oreo sandwich count as 2 cookies without filling or is it 40 sandwich cookies

without the filling if you count the individual oreo cookie sides would it be 80 cookies or is it 20 oreos with cream then you remove the filling to make 40 cookies
