Let's see, you could toss some crumbled goat cheese on top the last five minutes of baking to melt.
You could probably shred some at the end and the residual heat will melt it.
You can certainly just spread some on. If the goat cheese is too crumbly/stiff, loosen it up with some heavy cream, yogurt, creme fraiche, whatever.
The same spread could be applied in the center. Just cut the focaccia horizontally to make a sandwich.
The same spread could also be served on the side for dipping.

Here are a few additions/variations. 1) consider putting the goat cheese inside the bread dough in a roll around the outside (like a stuffed crust pizza). 2) it's important to leave the lemons exposed on top of the focaccia to get them baked and colored, but you could dot or spread bits of goat cheese between them on top of the dough before it goes into the oven. 3) serve with fresh herbs - scattered on top, mixed in with the goat cheese (if you add some cream or yogurt to make a dip, or as garnishes that can be used. Rosemary, thyme, oregano.
