Always room temperature. Even though you are not beating the egg whites, at room temperature it will be easier to mix them with the sugar. Unless a recipe specifies otherwise, all ingredients for baking should be at room temperature. You can bring eggs to room temperature relatively rapidly by putting the whole eggs in their shells into a bowl of tepid water for 10 to 15 minutes. That will take the chill off.
