I do believe 702551 is right here that you could likely find the shoulder under a different name. I would ask your butcher or a member of the meat department of your local store.
In terms of using ham, I don't think this is necessarily a bad choice however most of the hams you buy in the grocery store are what is called "city hams" which are wet-brined and pre-cooked.
So if you were to follow the recipe as written with one of these hams it would likely be very overcooked because for a city ham you really want to be reheating more than cooking.
If the ham is in fact raw, this preparation would potentially work. I'd be a little concerned that the difference in fat content my effect the cook time. But I would give it a shot!

Pork shoulder is undoubtedly available in your area. It is one of the biggest cuts of pork, most flavorful despite the fact it requires slow and low cooking.
It is probably being sold under one of its other names. "Butt roast" is one commonly used name for pork shoulder (it does not come from the butt).
If you continue to have problems finding it, go to a real butcher store (one staffed by actual butchers behind the counter) and ask for pork shoulder there.
This is the same cut that is used for pulled pork, carnitas, etc. It's available in your area.
