A question about a recipe: Chili is mentioned but there is no listing of chili powder in the ingredient list??

I have a question about step 3 on the recipe "Double Chocolate and Chilli Cookies" from amreen. It says:

"In a separate bowl sift together the flour, cocoa powder, baking soda, salt, chili & cinnamon."
