I don't know about pastry flour but for cake flour, I use this formula which always gives me excellent results. I NEVER use cake flour because I don't like the slight acidic taste of cake flour. 1 cup cake flour = 3/4 cup (12 tbsp) all purpose flour plus 2 tbsp cornstarch.
