i agree it's from a pastry bag, perhaps with a tip inserted; am trying to find ideal temperature online, probably somewhere just above body temp. too high and they might go flat and not have that cute little curl on top/too low and they might look too chunky. curious what works out, let us know!

Put melted chocolate into pastry bag and squeeze the drops onto some wax paper.

When we were young, my father told us that specially skilled people carefully carved chocolate chips out of squares of chocolate.
Later, it became a family joke.
