How should I re-heat a frozen chicken pot pie that has already been fully cooked?

Maybe he's not using the settings correcting for food item; broil, roast bake, convection, etc. like he has it on a setting broil and/or cooking to high of temp? Is your kitchen wiring old, out dated? Is the circuit being over-used for other major and small appliances?

I didn't grow up with toaster ovens but my husband swore by them, 'til the last 3 caught on fire within the space of three months! Now they make me distinctly nervous.

Any reheated food needs to be brought to an internal temperature of 165 degrees. I agree; a toaster oven is a great tool.

I'd try tenting it with foil so the crust doesn't burn, in a 350 oven 'til the chicken stew is bubbling.
