Does anyone know what Turkish pepper braising sauce is?

1/4 cup slivered almonds
1 teaspoon coriander
2 small clove garlic, crushed
1 teaspoon ground cumin
1/2 teaspoon smoked paprika
1/4 teaspoon salt, or to taste
Pinch of crushed red pepper (or to taste)
2 whole roasted and peeled red peppers(de-seeded)
1 tablespoon extra-virgin olive oil
1 tablespoon red-wine vinegar
