rice wine has alcohol, so it will taste similar to sake (Japanese rice wine). rice wine vinegar is made by using bacteria (called a vinegar 'mother') to convert the alcohol in the rice wine to acetic acid (vinegar), which is why it has that sour flavor. After the bacteria has done its work, there is no alcohol left, just the vinegar.
