Would you melt the cheese under or on top of chili in chili cheese fries?

The correct answer would be both.

I have had them both ways. I think I may like the chili on top, but both are good. I like cheese more than I like chili (on fries), so if the cheese is on top of the fries, it covers them all. :0)
