Can you substitute olive oil or grapeseed oil?

Sure. Anytime someone calls for vegetable oil, you can use a cooking oil of your choice. I would use grapeseed oil because of its higher smoke point and mild to no flavor. A strongly flavored olive oil wouldn't really mesh with a thai flavor profile.
