Filling Cupcake Pans

All the recipes say to fill cupcake tins 2/3 full. This may seem like a dumb question, but since most cupcake pans flare somewhat, does the instruction mean 2/3 by volume (easy to measure) or 2/3 of the way between the bottom of the well and the top?

Just do it 2/3 by height. In the end, it's not going to matter much.

The real difference is probably less than 1/4 teaspoon and your pours of batter into the individual cups will likely have greater variance than that anyhow.

I use an ice cream scoop full for each cupcake. They come out fairly uniform in size and it fills each one about 2/3 full.
