I baked scones without baking powder, and they are pretty raw in the middle. Can I make bread pudding with these?

I think I’d chalk the unbaked scones up to experience and toss them out. Omitting the baking powder was one problem, but it sounds like you under-baked them as well.

I don't know...unleavened scones soaked in custard and baked sounds incredibly dense to me. Give it a go, but I'd cut my losses and not waste the dairy and eggs.

Yes! I would cube the scones and dry them in a warm oven first. The dryer the bread in your bread pudding, the more it will absorb the custard.
