You can toast the graham cracker crumbs on top of the stove instead of in the oven.
If both conditions are required (use no oven, done in 45 minutes), I have nothing to suggest.
But if you have no oven and want to spend under 45 min in prep, try one of the British no-bake or refrigerator cakes.
They usually need overnight in fridge to set, but that time can be shortened if you put the cake in the freezer (and don't forget it).
