Just made these last week and always use the oven. Set temperature to 350.
Pork Baby Back Ribs (I have not tried this with beef ribs)
Prepare ribs by sprinkling both sides of ribs with onion powder, salt, pepper,
Place ribs in a 9 x 12 or larger if necessary baking pan. I use a glass (Pyrex) pan.
Do NOT add any liquid!
Cover ribs tightly with foil.
Bake for one hour.
Remove from oven, turn ribs over, cover with foil, bake 30 minutes.
Ribs should be tender, if not add additional half hour.
Remove foil and baste with barbecue sauce.
Bake for 20 minutes.
We like the sauce to carmelize so I turn on the broiler and watch them for about 10 minutes.
Enjoy!

"Ribs can be broiled 3 to 4 inches from heat (instead of grilled) about 8 minutes."
