Can I freeze cookies with meringue topping?

Depending on the type of meringue, yes and no. Yes if it's Italian or Swiss, no if it's French. When they defrost, they will get a bit sticky, but if you torch them soon, the fire will eliminate the extra moisture.

I think when you defrost them they will get gummy. Perhaps do the meringue step before you serve.
