what I mean is , are there any effects of baking muffins at 150 degree celsius? such as will it proof up nicely or will it be as golden brown as it should be

In my opinion, 150C is too low to benefit such a small portion of cake. It'll work....you can really bake cake/muffins effectively at temperatures ranging from 150 to 200C, but your goal is to bake the muffin through while producing a nice rich golden exterior. If I was baking cake layers, I wouldn't be as concerned with the color (i routinely bake cake at 150C), but with muffins, color is important. I don't know how your oven works, but I would recommend somewhere between 165 and 180C for muffins. You could even get away with 190, but you'd have to keep an eye on them.
