Unsurprisingly, Kenji over at Serious Eats has a general opinion about roasted carrots: parboil first.

You could if you wanted, it could decrease the baking time even though it's a little more work. But I wouldn't par-cook, just roast until they're tender.

I find a straight roast leads to more sweetness. If I have thick carrots I cut them in half longway. If you are in huge rush, par boil, fan dry (make little paper fan), and that will work. But damp makes them steam. Dry lets them roast.
