i bake it at 400F for 25 minutes, it is a homeade puff pastry and it always cooked outside and raw inside

I bake only from recipes, so I can't answer your question in any meaningful fashion, but a couple of things occur here - 1. How high are you above sea level? Maybe you need to adjust for altitude. 2. If this happens to you every time you make this puff pastry, maybe something's wrong with your recipe. Has it ever come out well?
