Can a caesar salad be a side dish for fish dishes? And what is the best side dish for fish?

Traditionally Caesar Salad is its own course, but if you like it with fish, there is no reason you can't serve it that way.
The best side dish with fish? That all depends upon your taste, and what fish you are serving. If you make your question a bit more specific, I think you'll get more responses.

Sure, cesear salad with shrimp or salmon is a very common restaurant dish (usually served with the fish room temp or chilled ontop of the larger salad)
Depends a lot what the fish dish is exactly what will pair well with it.
For something like a lighter mild white fish that works great grilled for fish tacos which are kind of the side and entree in one, although a side of mexican grilled corn or sliced cucumbers with chili lime salt would be great.
For darker more heavy fish like mackerel you would want something bright and fresh to balance the meal, for an asian meal a side of white rice and some stir fried baby bok choy or green beans with soy sauce and sesame oil

You can pair them together if they sound good to you. I personally think salmon with Caesar salad sounds like a good combination.
I often pair roasted broccoli with fish.
