2 teaspoons plus 2 teaspoons equals, clearly, 4 teaspoons, which equals 1 tablespoon plus 1 teaspoon. However, I'd suggest sending the author a DM asking for verification that 2 teaspoons plus 2 teaspoons is accurate. Orange flower, compared for example to orange extract is rather weak. She may have intended 2 tablespoons plus 2 teaspoons, Alternatively, I'd suggest starting with 1/2 teaspoon of orange extract, and increasing in slight increments if that doesn't taste like enough.
