That will be the spot clear of e.coli, most certainly. And yes, the turkey is fine. In commercial processing plants poulty is rinsed in a dilute antimicrobial solution to help limit bacteria numbers. In some cases, that means using chlorinated water. Poultry skin is pretty water tight stuff, much as yours is. So it's unlikely any actually made contact with meat. Since you quickly rinsed it away, it's all gone now, and you can eat your bird without worry.
