Anise or no anise in the Turron?

The description in the article mentions fennel and anise. The ingredient list does not include anise seeds. Then the instructions state that one should add the anise tea, starting with 1/2 cup, a little at a time, etc. Should we make the tea with 1 tsp anise seeds and use 2 tsp fennel seeds in the shortbread mixture? Thanks!

Oh dear! I need to get this corrected ASAP! There is no fennel in this recipe. For the cookies, it is 3 Tablespoons of anise seeds. You make an anise seed tea with 1 Tablespoon. The remaining 2 Tablespoons of anise seeds are incorporated into the cookie dough. I apologize for the confusion.
