Just want to make sure that there is no baking powder in this recipe.

True shortbread, such as this recipe makes- does not contain a leaven of any sort, not baking soda, baking powder or even eggs. That's why it has the crumbly texture it has. There isn't enough liquid in the dough to activate it anyway, so it would just make your cookies taste soapy or nasty if you put it in.
